To the editor: In response to all the recent attention given to the Shamokin Area School Board's confidentiality resolution, I will offer the reason for my yes vote.
The Pennsylvania School Boards Association (PSBA) standards and code of conduct for members of Pennsylvania School Boards is not new. When we take our seat as an elected official, we are bound by a certain code of ethics as set forth by PSBA. This policy serves as a reminder of our responsibility to be mindful of matters that are of a confidential nature. I will never be part of any movement to restrict the flow of information to the public I've been elected to serve, nor to compromise public trust.
Furthermore, taxpayer money and spending is not confidential. The business of authorizing the payment of bills "lumped" as one is standard practice. This has also been common practice long before I sat on this board. Any member may question any bill presented, as well as specify and vote against any bill presented for payment. Individuals are entitled to speak their opinions.
The policy further states the board should act as a collective unit in making decisions. Great contributions to overall planning can come from engaging the whole board and staff in open discussion regarding setting agendas and policy.
As required by the Open Meetings Act in Pennsylvania, the board of school directors must announce when executive session meetings are held and what topics were discussed. This policy does not limit nor cannot restrict the ability of my constituents to address their concerns with myself or any other member of the board. As an elected official, I represent what I believe to be in the best interest of not only the school district, but also the taxpayers and residents of the district. I will continue to act in that capacity and have no qualms expressing my opinions with the other members of the board, the media, or anyone else while remaining conscientious of my obligation.
Additionally, I promise to remain impartial and represent the greatest good to the greatest number. Public access of further information regarding school boards is available at psba.org.
