FISCAL: Senate Bill 1042 is the fiscal code that sets up future action on a state severance tax on natural gas production and establishes a state restitution fund for Luzerne County crime victims affected by the courthouse scandal. The House approved the measure 109-86, the Senate approved the bill 39-11 and the governor signed it. A yes vote supported the bill.

PROJECT: House Bill 2290 authorizes $600 million in new state borrowing to replenish the Redevelopment Assistance Capital Program. The House approved the measure, 109-86, the Senate approved it 38-12 and the governor signed it. A yes vote supported the bill.

Voting yes: Sens. Boscola, Browne, Gordner, Mellow, Musto, Yaw and Reps. Belfanti, Carroll, Eachus, Goodman, McCall, Mundy, Murphy, Pashinski, Seip, Siptroth, Smith, Staback, Wansacz, Yudichak.

Voting no: Sens. Argall, Baker and Reps. Baker, Boback, Knowles, Major, Peifer, Phillips, Pickett.

Did not vote: Rep. Scavello.

TREATMENT: House Bill 1186 would establish a cabinet-level agency to oversee funding for drug and alcohol treatment programs at the local level. The House approved the measure 172-23, the Senate 40-10 and it was sent to the governor.

Voting yes: Sens. Argall, Baker, Boscola, Browne, Gordner, Mellow, Musto, Yaw and Reps. Baker, Belfanti, Boback, Carroll, Eachus, Goodman, Knowles, Major, McCall, Mundy, Murphy, Pashinski, Phillips, Pickett, Seip, Siptroth, Smith, Staback, Wansacz, Yudichak.

Voting no: Rep. Peifer.

Did not vote: Rep. Scavello.
