County intelligence officer positions created

SUNBURY - Two intelligence officer positions at Northumberland County Prison were created Tuesday, while the position of deputy warden was eliminated during a salary board meeting.

Voting to create the intelligence officer 1 post and intelligence officer 2 position, which pay $33,133 and $37,313 per year, respectively, were county Commissioners Frank Sawicki and Kurt Masser and Controller Charles "Chuck" Erdman. Commissioner Vinny Clausi, who is on vacation, was unable to attend the salary board meeting and regular commissioners' session.

Sawicki said any appointments to the intelligence officer posts will be made by Warden Roy Johnson, who began his duties in July.

The board also unanimously voted to eliminate the deputy warden position.

On Oct. 7, the county prison board agreed to both recommendations after reviewing job descriptions for the officers provided by Johnson and being informed by the warden that adding the two new positions and vacating the deputy warden post will save the county approximately $30,000 per year.

At last month's salary board meeting, the appointment of two intelligence officers was tabled to determine how much the new positions will cost the county.

Clausi, who questioned the intelligence officer proposal at last month's salary board meeting, voted against the motion at the Oct. 7 prison board meeting, but supported the recommendation to eliminate the deputy warden position.

At the prison board meeting earlier this month, Johnson explained the intelligence officers will be given management-level assignments and assist him in daily operations at the prison. According to Johnson, the elimination of the deputy warden's position will save the county approximately $51,000 in salary ($36,000) and benefits ($15,000) combined.

The intelligence officers will not be eligible for overtime.

At the 20-minute commissioners' meeting, the board agreed to award a contract for supply and delivery of home heating oil for various county buildings to Miller's Gas & Oil in Weigh Scales at its low bid price of $0.148 per gallon, dealer handling charge.

The commissioners authorized the purchase of a four-door, 2010 Ford Ranger Supercab truck for the weatherization department through Department of Energy funds.

Sawicki announced the county will hold a surplus equipment sale at 4:30 p.m. Tuesday at Mountain View Manor and Nursing and Rehabilitation Center.

Who is going to run the Prison in the warden's absence? These two intelligence officers? Just what are their credentials? Are they educated or are they political buddies of someone?
