MCMA unanimously adopts 2009 budget


MOUNT CARMEL — The Mount Carmel Municipal Authority (MCMA) has unanimously adopted its 2009 budget, which includes a $3 per month rate increase. The annual rate changes from $300 to $336 or from $50 bi-monthly to $56 bi-monthly. Budget projections for 2010 to 2012 also consider a $36 increase each year.

In addition, the authority anticipates a revenue income from Conyngham Township beginning in 2010 at an estimated $66,000, increasing each year to 2012 as additional customers are added to the Conyngham Township collection system. An agreement with Conyngham Township is in final stages of mutual acceptance.

The budget includes revenues from sewer charges, prior year balance, penalties, interest, and miscellaneous income totaling $1,721,848. The expense side of the budget includes salaries and benefits, $333,900; professional services, $103,500; equipment and supplies, $36,800: operation and maintenance, $263,000; insurances, $150,000; debt service which includes belt filter press project, prior Pennvest loan, Act 537 Pennvest loans for Phase 1, Phase 2 Phase 2A, capital reserve, $667,000.

Projected debt service for 2010 includes (belt filter press repaid), all Pennvest loans above plus the Waste Water Treatment Plant, $807,000; debt service for 2011, $907,000; debt service for 2012, $964,000 and for 2013. The debt service amounts will be adjusted as amortization schedules of the latest Pennvest loans are finalized.


The authority will be actively pursuing grants that may be available under prior legislation affecting wastewater treatment plants as well as under the recently voter approved state bond issue for the same purpose.

Plant Foreman Bill Reigle reported on maintenance activities, televising selected sewer lines for obstructions, and continuing manhole inspections and pipe sizes for needed repair/replacement and accuracy for maps of the system.

An audit for the year ending Dec. 31, 2007, was submitted by the firm of Forgett and Kerstetter, PC, Selinsgrove, and was unanimously approved.

The firm’s study and evaluation disclosed no condition believed to be a material weakness and some information was offered. It was noted that certain internal controls would be preferred if the office staff was large enough to provide optimum segregation of duties. This situation dictates that the Board of Directors remain involved in the financial affairs of the organization to provide independent review functions.

As always, the cost of implementing an internal control procedure should not outweigh the benefit of implementation. MCMA complied with the requirements that are applicable to each of its major federal programs in 2007.
